When I see this, it annoys me to no end. It is a selfish expression of indifference at the least and contempt at the worst towards everyone else. Here is my advice if you encounter this. CUse a “trouble note”. I invented this tactic in the 90’s for this exact situation born from this exact problem. Take a post-it note and simply write, “If you park like this again, there will be trouble.” It is intentionally vague so as to not be accused of a terroristic threat on someone. It simply could mean, I will call management and have you ticketed or towed. Or more importantly, it could mean some much more scary and nefarious outcome, especially to someone who knows they did wrong, was called out on it and doesn’t know who called them out! Bottom line, THEY WILL NEVER PARK LIKE THAT AGAIN ANYWHERE!!!
